We collect two categories of Sensitive Personal Information under California law:

  • California Contractors State License Board (CSLB) license numbers (collected during user account registration).
  • Precise Geolocation Data (used strictly with your device's browser permission to narrow down and optimize search results within the Trade Directory or Classified Ads modules).

Notice on Sensitive Personal Information: We only use your Sensitive Personal Information to perform the core services reasonably expected by an average consumer requesting those services (i.e., verifying your contractor status or filtering local search results). We do not use SPI to infer characteristics about you, nor do we use it for cross-context behavioral advertising. Accordingly, we do not provide a "Limit the Use of My Sensitive Personal Information" link as our usage is already limited to exempt operational purposes.

We do not sell your personal information for monetary compensation. However, under the California Consumer Privacy Act (CCPA), as amended by the CPRA, our utilization of third-party analytics tools (like Google Analytics) may be legally construed as "sharing" your personal information for cross-context behavioral advertising.

Opt-Out Mechanisms

  • Global Privacy Control (GPC) & Do Not Track (DNT): Our platform actively recognizes and honors browser-level "Do Not Track" signals and Global Privacy Control (GPC) settings. If your browser broadcasts an active GPC or DNT signal, our site will automatically adjust its behavior to opt you out of third-party analytics tracking.

Our platform features a classified ads communication system structured around a strict data minimization framework:

  • Email Transmission Only: When a subscriber responds to a classified advertisement using our Webform module, the form text and any uploaded attachments (PDF or DOCX files) are emailed directly to the ad poster and a site administrator. These transmissions are not retained or stored within the C-13 Digest database.
  • User-to-User Visibility Warning: When you respond to a classified ad, your registered user email address will be explicitly visible to the ad poster via the automated email's "Reply-To" header. This allows the ad poster to communicate directly with you outside of the platform.

 

5. Data Security Measures

We implement commercial-grade physical, technical, and administrative security protocols designed to protect your personal information from unauthorized access, loss, disclosure, or modification:

  • All data transmissions across our platform are strictly encrypted using Secure Socket Layer (SSL/TLS) technology.
  • Our Drupal 11 framework utilizes restrictive role-based access controls, ensuring that backend administrative data can only be accessed by authorized site managers.
  • No payment card numbers are ever stored or processed on our DigitalOcean infrastructure; all data is handled securely via Stripe tokens.

How to Submit a Request, Verification Process, and Timeframes

  • Submitting Requests: You may submit a verifiable consumer request to know, delete, or correct your data by emailing us at [email protected].
  • Identity Verification Process: To protect your security, we must verify your identity before fulfilling a request to delete or correct data. If you have a registered account, you will be required to submit the request through your authenticated login or from the verified email address associated with your subscription tier. We may require you to confirm matching points of data, such as your registered company name or your CSLB license number, to confirm ownership.
  • Response Timeframes: We will confirm receipt of your request within ten (10) business days and describe our verification steps. We will substantively respond to your verified request within forty-five (45) calendar days of receipt. If we require an extension due to administrative complexity, we will notify you in writing within the initial window; an extension may add up to an additional forty-five (45) days, for a maximum total of 90 days.
  • Authorized Agents: You may designate an authorized agent to make a request under the CCPA/CPRA on your behalf. To do so, the agent must provide written, signed permission from you, or a valid power of attorney, and we will verify your own identity directly before releasing any information.
  • Right to Appeal: If we deny your request (e.g., if we are legally unable to verify your identity or must retain billing records for tax compliance), you have the right to appeal our decision. You can submit an appeal by emailing [email protected] within thirty (30) days of receiving our denial notice, using the subject line "Privacy Request Appeal." We will respond to your appeal within forty-five (45) days.

 

7. Data Retention Periods

We retain categories of personal information only for as long as necessary to fulfill operational business goals or comply with regulatory mandates:

  • Active Subscriber Accounts: We retain your account identifiers, trade directory data, and user-generated content for the duration of your active subscription. If a subscriber cancels their subscription or requests account closure, all associated profile records, trade directory listings, posted classified ads, and past business reviews/comments are permanently deleted from our live system database.
  • Financial Records: Subscription transaction logs held within Stripe are retained for a mandatory window of seven (7) years to comply with United States federal IRS codes and California state tax regulations.
  • Classified Ad Responses: Webform submissions have a zero-retention policy and are deleted instantly from the server upon being routed to email.

 

8. Marketing Email Opt-Out (Simplenews)

If you are receiving our newsletter or marketing updates via our Simplenews module, you may opt out of these communications at any time. To unsubscribe, you can click the "Unsubscribe" link located at the bottom of any automated email newsletter, or update your preferences within your user account profile settings on the site.

 

9. Children's Privacy & Minimum Age Requirements

C-13 Digest is a business-to-business professional trade publication strictly intended for licensed contractors and industry professionals. Our services are not directed to, nor do we knowingly collect personal information from, individuals under the age of 18. If we discover that an account has been created by a minor, that account and all associated data will be purged immediately.
